The immigration proposal would allow some illegal immigrants to become permanent residents within eight years. It would also boost funding for border security and require businesses to know the immigration status of their workers. The President's new chief of staff says the draft is only a backup if Congress cannot reach a deal.
"We will be prepared with our own plan if these ongoing talks between Republicans and Democrats up on Capitol Hill break down," Denis McDonough said.
President Obama has warned that if Congress does not reach a deal, he will deliver his own bill and demand a vote. The President says he wants Congress to have a bill ready to vote on next month.
