The annual spring surge in gasoline prices is getting an early start.

The price at the pump rose 12 cents over the past week. Nationally, a gallon of unleaded averages $3.52 according to AAA. The average in New York State is $3.87 per gallon. It is a bit less here in Rochester with an average of $3.80. Industry analysts say the rise is due to maintenance at refineries, low inventories and crude oil prices.
