The annual spring surge in gasoline prices is getting an early start.

The price at the pump rose 13 cents over the past two weeks. Nationally, a gallon of unleaded averages $3.46 according to AAA. It's $3.75 in Rochester. Industry analysts say the rise is due to maintenance at refineries, low inventories and rising crude oil prices.
