The 113th Congress will be sworn in Thursday, and it faces daunting challenges right away.

One of the first tasks will be to vote on a bill for flood insurance from Hurricane Sandy. And then there is the leftovers from the fiscal cliff debate. The new Congress will have to deal with the spending cuts that were tabled when the fiscal cliff bill was voted on this week. Congress will also have to authorize a bump in the debt ceiling or else the country will default on its loans for the first time in U.S. history.
