Irondequoit School Board Votes for a Penalty for Medley Centre Developer

The Irondequoit School Board delivered a whopping bill to developer Scott Congel Monday night. The board says Congel isn't doing what he promised to rebuild. The board voted unanimously to impose a penalty of almost $828,000. The district says Scott Congel fell about $25 Million short of what he was supposed to invest in the property by April of this past year.
Congel has proposed turning the Medley Centre into a combination of retail, residential, and commercial space but work on the project stalled when the recession hit. The mall is undeveloped and nearly vacant, "there's been a lack of construction there so it's not exactly a surprise that we are where we are," explained Irondequoit School District Deputy Superintendent John Abbott, "we keep in contact with the developer he is in town on a regular basis we believe that he's working hard on this, but the pilot agreement doesn't allow us latitude to say, 'well you're working hard the supplemental payment won't be enforced.'"
