Monroe County homeowners may not have to worry about a hike in property taxes. Brooks is proposing the tax rate remain the same next year. The spending plan unveiled totals $1.8 billion for 2013. It includes a $48 million deficit. To erase the gap, Brooks is proposing cutting 20 jobs, most of which are already vacant. She would also reduce healthcare costs, which has already been negotiated with union employees. The plan would also sell two downtown buildings and raise admission to the Seneca Park Zoo by $1.
