The Town of Penfield says the men were working for the town.
They were listed in stable condition at Strong Hospital on Wednesday afternoon. Town Supervisor Tony LaFountain says the workers were not seriously hurt.
The workers were inside a basin at the time of the incident on Baird Road. The basin was about seven feet deep.
The employees were inside a construction box setting a catch basin for storm water drainage. Officials say as the concrete basin was being lowered the chain either slipped or slacked causing the chain and basin to move and hit the workers.
Emergency crews stablized the workers using neck collars and back boards, as a precaution, before lifting them out of the ditch.
Both men have been working for the town for more than 20 years and officials say they followed all safety procedures.
