Sixteen-year-old John Zakhary is facing 5 counts in the Warren Avenue accident.
Three of the charges against Zakhary are connected to the crash itself. Two others involve what police believe happened before the accident.
Officers charged Zakhary with reckless driving, speeding and violating the terms of his junior license.
He had 3 passengers and was only allowed one by law.
The other counts involve an investigation into a third vehicle in the area at the time.
Those charges are failing to keep right and failing to stop.
Police would not reveal any details about that third vehicle.
To keep a crash like this one from happening again, officers have stepped up patrols on Warren Avenue, a popular cut-through in that neighborhood.
Brighton's Police Chief says young drivers need to be educated about the rules of the road before they get behind the wheel.
"We're also asking for the parents to take an active role in this," said Chief Mark Henderson. Talk to a young driver. If you're gonna give a young driver permission to use a vehicle let them know what your expectations are. The restriction is one passenger. That's not what happened in this case."
