The State Comptroller's Office has released its final report on an audit done on Monroe County finances.

State Comptroller Tom DiNapoli says the county used its local development corporation to skirt the oversight of the county legislature.

DiNapoli says the county entered into a 20-year contract with Monroe Security and Safety Systems to provide public safety and security systems.

The Comptroller's Office says the contract cost the county an average of $11.2-million-dollars a year.  DiNapoli estimates that Monroe County will overspend $39-million-dollars as a result.

DiNapoli says the security firm was operated by Monroe County's former chief financial officer.

Monroe County released a statement saying, "Mr. DiNapoli's final report contains no new information.

The fact remains that this review, the third of a Monroe County function in the past year alone, represents a fundamental difference of opinion when it comes to the size and cost of government.

The County, which has produced eight straight balanced budgets while freezing the local property tax rate, has saved $10 million while best equipping first responders.

Mr. DiNapoli, who has failed to understand these savings despite multiple explanations from field experts, feels otherwise. The County will let the proven success of our public-private model speak for itself."
