Mother of Murdered Daughter Suing RPD, City

10-year-old Noel Parcells of Rochester and her 3-year-old sister, Mia from Hilton, were shot dead by their father Adam in a Campground on Lake George Labor Day weekend. Parcells then killed himself.
Wednesday night, Noel Parcell's mother claims police negligence. Rachel Coffey says Adam Parcells was not allowed to have unsupervised visits with Noel. She reported her missing to police the Friday before she was killed, but it took four days before police filed the Missing Persons Report. By that time her daughter was dead.
Coffey's lawsuit against the Rochester Police Department was filed today in State Supreme Court.
