Governor Spitzer is revising the state's plan after taking heat from both sides of the aisle over his original plan.

Spitzer says based on discussions with homeland security, he'll push for different categories of drivers licenses for New Yorkers.

Over the weekend Spitzer announced that New York will be joining the Real ID program. That program allows citizens to get licenses that can be used at the border.

The multi-tier system would also create a non-secure license available to illegal immigrants.

The hope is to have the new licenses available by next summer.
