Governor Cuomo is hoping speeding tickets will help close the state's budget gap.

It's part of the governor's budget proposal. Cuomo claims so many people plea down speeding tickets the state loses $58 million in fees every year.

Under the governor's proposed budget, drivers who are caught speeding will find it harder to ask a judge for a lesser charge. Most drivers try to plea bargain the ticket down because that means less points on your license and your insurance won't go up.

Some drivers support the plan.

"If you are caught speeding, you should pay the price. I don't think you should be able to plea bargain out of it," said Alfred Brown.

If a speeding ticket is reduced to a non-moving violation, the governor wants to add a new $80 surcharge.

Jim Hynes believes there's no reason to change the current rules.

"There's nothing wrong with the system that is in place. When people do make mistakes, it's nice to be able to talk. Maybe there was a reason why. Maybe someone was having a bad day, maybe somebody was on their way to the hospital to visit a loved one," said Jim Hynes.
