Buffalo finished the 2012 regular season at 6-10, tied with the Jets and Titans. The first tiebreaker is strength of schedule. The team with the weaker schedule picks ahead of the team with a stronger schedule.
The Bills 2012 opponents finished 123-133. The Jets and Titans opponents each finished 131-125.
After strength of schedule, ties are broken using normal playoff tiebreakers, but in reverse. Since the Jets lost to Tennessee, the Jets will pick 9th and the Titans will be 10th.
The draft order does rotate up each round. In round 2, the Jets will go 8th followed by Tennessee and Buffalo. In round three, it will be Titans, Bills, Jets, and so on throughout the draft.
