A Rochester man is under arrest after police say he beat up a woman and left her bleeding on the side of the road. State troopers found the woman, with a cut to her mouth, walking up the exit ramp of the inner loop near Scio Street in the city Friday night.
She told police a man assaulted her, kicked her windshield in and stole her car.
