18-year-old Matthew Carter is Monroe County's newest millionaire. It happened on August 30.
Carter says he was broke. He stopped in the Kwik Fill in East Rochester when he decided to buy a $100,000,000 Spectacular scratch-off ticket.
Matthew, who is a frequent player, was feeling lucky. He became the winner of $3,000,000!
Matthew is currently unemployed. He says everything happens for a reason. He plans to buy a car and go back to school.
"You guys probably think I went Oh, yeah yeah! But I didn't really believe it at first, but it's setting in, it's still setting in. Definitely is," said Carter.
"It's mind boggling. Never thought I would be the one up here, holding the big $3,000,000 check, you always see it on television, it's still shocking," said Carter.
Matthew will receive a net check totaling just over $99,000 a year through 2031.
