The State Appeals Court heard arguments about whether the ruling was legal Monday.

Stephanie Pendelton was homeless and drug addicted when she was accused of neglecting the kids already in her care.

A judge ordered her to stop having more.

The appeals court should announce a deicsion by the end of this month on whether the original ruling was legal.
