Governor Eliot Spitzer has signed into law legislation known as "Jonathans Law."
It grants the parents and guardians of disabled children and adults more access to care records in residential mental hygiene facilities.
The law is named after Jonathan Carey, an autistic 13-year old who died earlier this year while in the hands of health care workers.
Jonathans parents fought to raise awareness about the need to provide parents and guardians with timely information about incidents affecting the health and safety of their children.
