2nd fire at recycling plant ruled arson

A recycling plant on the city's northeast side gained the attention of firefighters for the second time this summer. Crews responded to the now-abandoned JC Fibers recycling paper plant on Hollenbeck Street around 9:00 last night. The plant shut down after a huge fire in June caused by a welding torch.
Investigators say last night's fire was intentionally set.
