The Empire State has been ranked as one of "Site Selection" magazine's 25 best business climates in the country.
The state rank 16th in the report, which was based on an executive survey ranking, the 2008 new plant rank, the 2006 to 2008 new plant rank, the new plant rank per million of population and the 2009 new plant rank measured between January and August.
Tops was North Carolina, followed by Texas, Virginia, Ohio and Tennessee. Last on the list was Louisiana.
