Reported by: WROC-TV Friday, Oct 23, 2009 @05:10pm EDT Two jail guards in Seneca County face extremely disturbing allegations.The men allegedly took a female employee into the most secure part of the county jail, and forced her into having sex. One of the men is charged with rape. 34-year-old Francis Steen of Savannah, a four-year veteran of the Sheriff's department, and 32-year-old Shawn Hall of Seneca Falls, a three-year veteran, are currently suspended without pay. The Seneca County sheriff wants to fire them, and make sure neither can ever work for law enforcement again. Police said that on October 14th, Hall was working in the Central Control Unit of the county lockup. That's the most secure part of the jail. According to police, Steen allegedly went to the CCU, and a female civilian employee on the jail staff came in a short time later. That's when police said both men engaged in non-consentual sex acts with her. Police said no one else at the jail had any idea what was going on, because this area of the jail was so secure. Both Steen and Hall were suspended on Monday when allegations surfaced. On Friday, both were arrested. Steen is charged with rape, official misconduct, and unlawful imprisonment. Hall is charged with criminal sex act, official misconduct, and unlawful imprisonment. Both were taken to the county jail - as inmates. "There are no words I can find to express the horror, shame and lawless conduct exhibited by these two employees," said Sheriff Jack Stenberg in a statement. He also called the alleged actions "disgusting and reprehensible." The female civilian employee is currently on administrative leave with pay. |
